Leveling the floor of a garage/store

We are converting half of the store off the side of the house in to an office, image is attached.

The office will be at the back of the store (where the patio doors are).

The floor is currently slanted from right to left, it was built on the original tarmac driveway.

What’s the best way to level the floor so I can add in the stud walls for the office on top?

Would timber be the best option?

Would there needs to be precautions taken to avoid rot/mould? What would those be?
 
What's the floor currently, wood?
Any air flow under floor?
Could you put a wooden floor in with insulation under? I should of asked more questions...
 
So concrete over tarmac?
Really needs to come up if it is.
I would timber it level. Rockwool. Membrane. Chipboard flooring. See how it goes. It's not to building regs just a hashed together floor.

Thanks for your reply. If we we’re doing it to building regs what would need to be done?
