Is there need for a double top plate as rafters will be sitting on this? I am using 63mm CLS for the rafters, with an 18mm OSB and rubber roof on top of that.

The span is 70cm at one end and around 34cm at the other end of the shed. It is 6m long. It’s. It very wide. That’s why I thought that the 63mm cls would be adequate for the joists.
From what I can make out, this construction will be outdoors, and in the weather, so I think it would be sensible of the OP to raise his timber up, clear of the floor, at least on plastic packers, for their entire length.
