Lighting: What does dual insulated mean?

My mother's house was recently assessed for electrical safety. The report said she needed to replace a couple of wall and ceiling lights but they need to be 'dual insulated'. What does that mean? Can any light be dual insulated or do you have to source special ones?

She also will be getting a new fuse box (consumer unit?!)

I know nothing of electrics! (Can you tell?!)
