Actually I find the idea of organised crime using rubber boats a bit bizarre. How do drugs get into the country and illegal arms? Rubber boats via people smugglers ? Grow up.
A bloke from the Netherlands mentioned one aspect that can apply. There system is overloaded. It's pretty organised. There is an increase in petty crime from shops. Actually apart from that he wasn't bothered.
