Yes I did both planning and building control. There is a detailed structural engineer report for bc but I don't understand lots of it.
Did you actually need planning permission? Most dormers are permitted development now.
 
To be fair to the builder, supply chains for most stuff are pretty stretched at the moment, so it maybe the steel suppliers let him down
And that's particularly true of steel at the moment. All projects I'm involved with at present have complained about supply of steel. It mostly comes from the same supplier, who I know well. He apparently says he can't keep up with demand.

Even so, builders still need to co-ordinate works and communicate with clients if there's an issue.

Wtf? Are you saying you don't have a roof? So if it rains you'll be soaked?
No thankfully we insisted on a tin hat so have rain cover but are otherwise totally open. Just thought he wouldn't have stripped roof until steel confirmed but wondering if he started so he could say commencement deposit now due.
