Loft.. Missing two internal bricks?

Hi all..
What ventilation should be in a roof if any???

I was in my attic and noticed daylight from two areas.. It looks like someone has taken the brick from the inside and drilled to the outside. Pics are not great sorry... This could also be from possible old water tank as emergency drain off valves ( noticed an old obselete water tank in the loft)

Is this normal or do they need filling???

There appears to be some ventilation from the sofits / gutter area as I could see abit of day light in some areas.

Or for tank overflow pipes. They can be filled.
 
I had read any venting to the attic is good so not sure whether I was supposed to leave them but cover then with mesh to stop birds etc and have as extra venting
