Loose Floor Tiles

On the walls, our tiler was a dab and fix tiler rather than all over screed. I did not see the floor tiling go down. We now have 3 loose floor tiles. Unfortunately on of them goes under the toilet base. Can I lift and re-fix them, and if so what is the best procedure?

The floor did have ply over chipboard.
