If the PRV has lifted (and failed after lifting due to not reseating properly), this is most often due to insufficient expansion, within the pressurised system, or a passing filling loop.
Manufacturers don't "usually" cover this as it is something that should be checked and addressed at service intervals, assuming also that sufficient expansion for the installation has been designed in.
PRVs can "sometimes" be encouraged to reseat by flushing through or cleaning out.
