Just passing through, I'm a DIYer, but more on the plumbing/central heating side than electric.
These are very old pipe, they are not the usual copper pipe. Looks like the joints are screwed together instead of solder or compression. These are the pipe fitted by the water supply company. I am not sure what plumber would even take on that job and where they would route the pipe.

Also recently the gas pipes were replaced on the street. Most people had their driveway excavated and a huge ugly white box fitted on their front wall housing a new gas meter. The engineer pointed out I was the few lucky people with 1inch gas pipe and they can pass the new pipe inside the old gas pipe without the need excavate the driveway and move the gas meter.....you should see the ugly pipes on my neigbours front wall ;)
 
Is the incoming water pipe metallic?

It's tricky to tell from the piccy.

Difficult to tell from the photo, but it might be possible to re-route it, using a horizontal and vertical section.

There is not much flexibility...the main electrical fuse is 1 foot off the groud so the new pipe would need to be pretty much touching the floor
 
OK, leave it as it is! I don't suppose the room is used much except to read the meters.
Its under the stairs..just used for a bit of storage like shoes and other bits.
Hopefully won't need to read the meter for much long as the gas smart meter is due for installation next week.
