I went down to my friend's house yesterday - very warm. I touched one of the radiators and it was extremely hot - too hot to touch, really. He has the same boiler and system as me (Worcester Bosch) with a hot water tank etc. He showed me the boiler and he has the flow temperature at the absolute maximum setting. I have mine about three quarters up as I always assumed that the maximum setting was for arctic climes, but is it acceptable (safe?) to do what he does? (Mrs Vicario made a pointed comment that 'their house is nice and warm') so I'd better ask!

He's killing efficiency.Assuming the max temperature is 85C the return temp will be more than 54 degrees so the boiler won't condense.
Go outside and have a look at the flue while the boiler is running, you'll see a lot of plume.
The ideal temperature would he around 60 degrees so you can achieve a much lower temperature.

Safe, yes, though not necessarily the most economical way to run the system. The boiler stat, should be adjusted, dependent on the need for heat, to get the best economy - set no higher, than is required to keep the place comfortable. The lower it can be set, the cheaper it will cost to run.
Radiators can only get rid of their heat so fast there's absolutely no point in pumping too high a heat though them. Yes the house will be a lot warmer but so much energy will be waste and the house is probably too warm.

If the weather is very cold, then at the current setting you might be maxing out the amount of heat your radiators can actually give out.
If your boiler is currently set at 65C and you change that to the maximum of 80C then you can potentially get 50% more heat out of the same radiators. I don't think there is any harm in trying. My aunt was cold so I turned her boiler up and she is much happier.

If you have a modern highly insulated home then you can reduce the flow temperature to capture the latent heat that would otherwise vent to outside. On an older property you will probably need to maintain a higher flow temperature which will result in lower efficiency.
