7ow son and 70w metal halide use the same 1 amp ballast, but you will need a igniter suitable for 70 w metal halide to strike the lamp.
This is not always same as a son one , but will have it marked on it.
The ballast has live in and live out to the igniter, the lamp output of the igniter goes to the lamp
Neutral goes to the igniter and the lampholder
The 12mf capaciter goes across supply Live and Neutral
