Metallic consumer unit

Hi,
My husband bought a B&Q metallic consumer unit for the garage.
He did not manage to pierce the designed area to pass the cables in it. The area is precut I think but you have to pierce it and he tried with a drill, a Dremel, ... and just ended up with a rough hole that will cut any cable that pass through with no doubt.
What shall he use to have a neat hole in unit, a file of some kind?

Fit the holes with non inflammable grommets
 
No idea what brand of consumer unit he got, but must have just been knockouts that didn't need anything other than a quick tap?

Since a new CU requires notification etc and all the relavent costs it would probably be cheaper to get a sparks to do it and a lot less hassle.
 
To Iggifer : I am not sure of the brand, it is a BG Garage Kit Metal Enclosure supplied by Nexus Industries and bought in B&Q. I have checked, the holes were not precut but the area to cut out was printed on the box.

Anyway, now it is all done, thanks to all for your good advices.
