They are nozzle cleaners, for oxy fuel welding/cutting.
Just about every welding supplier sell them, a couple of quid a set.
Ebay is good for stuff like that, probably easier than going into a welding suplies shop

im sure there is a firm based in the US called stewart mac donald and they sell all sorts of guitar building suppiles including a set of nut files they are the right tool for the job.

How many nuts are you replacing and how much are the guitars worth?

I've bought cheap guitars and adjusted nuts on those using a rat-tail file for the wound and G strings and an old serrated paring knife for the thinner strings. Luthier tools could have set me back more than the guitars.

A razor saw (or a selection of razor saws with different kerf widths) may be useful.

I thinned down some short pieces of an ordinary junior hacksaw blade on an oilstone to slot a new nut for a banjo, and clamped my custom made blades between a couple of bits of aluminium.
