I wonder if it's possible to support your neighbour to: (in the winter season)
-create a barrier at soil level between soil and wall
-bring the plants away from the wall by putting up a trellis

I'd say you're being a lovely neighbour but also a pushover.
Have a nice chat when the issue is visible, bring them to have a look and take it from there. Offer to help, perhaps help build a raised planter 100mm away from your wall with a freestanding plant support.
Definitely don't try to botch around the fact that they're trashing your garage. Perhaps they'd be quite annoyed they've put you to trouble if they find out what lengths you've gone to instead of having a friendly chat - this could imply that you think they're not reasonable so could even offend them.
