I have seen this puzzle expressed slightly differently on the web. 'He rows back to the hat and happens to catch it up after ten minutes when he also happens to be passing the first bridge.'

I rather felt that the question setter had missed the point.

I don't know about 'rather felt' - I'd say that (s)he had definitely totally missed the point, and had virtually told you the answer! If you are told that it took 20 mins from losing the hat to catching up with it, and in that time the hat had moved one mile, it is not rocket science .... :) It's obviously the working out (not being told!) that it takes 10 mins to get back to the hat that is the crux of the solution!
