i have just bought 2 fancy light fixtures 12 in square that need to sit flush with ceiling, the ceiling slopes down a bit on one side am i right in thinking an electrician can move the fitting over so they sit flush with out any bother.

Yes, if that's how you want it, but he would charge a bit more than a straight fitting change.
