The hi and lo stats are switchable one is in use at a time, if the one which is switched in isn't working the boiler will overheat and trip the self recovering overheat stat , which will cut the pilot, awaiting you to relight it, and repeat the error add infinitum until yoiu renew the hi and low limit stats.
