Be that as it may, plenty of people have predicted a pandemic was coming. And SARS 2002-3 was a dress rehearsal / dodged bullet..
So, by keeping on keeping on, and not mending their ways, the Chinese did deliberately "make" a pandemic. They just didn't know it was this one.
