If I recall correctly the legisythat created the referendum didn’t give the government power to implement it. The voice of the people had to be transferred into an act of parliament otherwise the daily mail would be making laws.A vote? I have no idea, Cameron thought he was on a roll after winning the Scottish one and thought he could shut up his right wing. If he’d given Borris a cabinet post the outcome could well have been different.If so, what was the point of a referendum?
How could you have a referendum on the terms of the deal,
all that would have done is made the eu dig in their heels in even harder
