I would forget about the 14 quid stuff on ebay.
IR light can be fantastic, at home I have a day night in the back yard with a derwent uniflood led for illumination - it is like daylight on the screen when it is pitch black outside.
There is a big difference in price though, a cheap dome with leds may cost less 75 to 150 as you mention, but a uniflood on its own would cost about 500 or so just for the light!
You also need to get a good camera that is IR sensitive if going for seperate camera/illumination setup, a real day night (with a moving IR cut filter) if you want colour during the day. Quality ones say a panosonic or samsung are not that cheap either....
Then their is the DVR, a good one will also set you back more than you probably expect, as has been mentioned what you see on a screen during live monitoring is often not the quality you get on the recording! The cheap DVRS will give you a playback quality that may well leave you wishing you had spent a lot more on the kit when you realise you cant identify the criminal you captured on the system.
I would recommend getting in someone who specialises in CCTV as there is a lot of variables, and any weak part of the system from the cable to the camera, the power, the dvr can all have a major effect on the overall quality.
