Get a plasterer in to make good, just leaving a 15 - 20 mm gap above the floor boards.
You won't bridge the dpc because that should be below the underside of the floor joists.
You could mix some sand and cement together (4-1) and pva the wall and throw the muck on to the wall (when pva is tacky) with the top (back) of your trowel every 400mm annd leave it to pick up then hold a piece of wood (2x1 x 36" long) and gently with a sawing action hold it flush to the wall and scread off your muck so it finishes flush with the wall. leave it to firm up them drill thru your skirting into your "screeds" then take away your skirting and put a masonry drill into the holes in your screeds and drill into the brickwork and insert brown plugs and then fit skirting, screw it in and the screeds will hold it flush to the wall. Fill in above skirting as necessary.. Good Luck.
