Personally I'd take that as a win. Remember you have no contract with the builder, and his only "skin in the game" is that he might be able to charge the neighbour for extras and changes. I think it depends how much conflict you want going forward. As previous, you cannot state with any legal certainty that the 15mm is over the boundary or not, so you have little leverage.
