It’s subjective based on the duration and level. Environmental protection have a duty to investigate so you have to go with them. But they will take account the permanent nature of the source.

The owner could challenge the fan provider as the noise levels are above the advertised tech spec.

I’d love to but I’m worried the neighbour posts on here or knows someone that does - I’ve got vids in the dark they might be ok to post

You haven't posted any of your details or address. If this fan is noisy then there could be a number of people complaining.

Or take another video/recording in the dark with just the noise.
