All sounds very odd, In the UK all homes have a 230V mains supply, to get anything else it will have to go through a power supply somewhere. That was my question regarding the 17v. What is generating the 17v? Some boilers generate 24v but I have never seen 17v.
However, as you say the Nest is currently working, there is no reason that the Nest thermostat can't be moved from where it is now and put where you want it. The wires currently supplying it with 12v from the heat Link can be extended to its new location, and the old thermostat removed and decommissioned properly at the origin of the thermostat cable. (which it should have been already really)
Once the existing thermostat is decommissioned, the existing thermostat cable won't be connected to anything whatsoever, and won't have any voltage on it whatsoever, so if required it can be used to connect the Nest thermostat.
