New ballcock

Just replace ballcock in tank to see if it stops overflow dripping, when I drained the tank there was a ring of clear jelly around the water level is this normal ? Also is there a standerd level where the water should rise to say 2” below overflow pipe

Don't know about jelly, but there's usually a tide-line of some sort.
Even if there is a 'standard' water level in relation to the overflow, the actual level has seemed quite different in the properties I've lived in. It will tend to rise as the ballcock sealing washer wears with age, if the ballcock is the old Portsmouth type.
Curious as to why you found it necessary to drain the tank to replace the ballcock?
 
Which Cistern, if it's the Domestic Cold Storage then I'd want to clean it out, (you're bathing in that), if the smaller Feed and Expansion for the CH system, then normal, especially in no or not enough Inhibitor in the system.

I'd hazard a guess thats the F&E cistern, looks too small to be DHW storage.

Edit, having put my glasses on it is a 'Fortic' type tank, needs a good clean out I think!
