New Build - Oh the joys!!!

Was asked by the developer to inspect a window that appears to be leaking and wetting the plaster reveals to both sides, brand new house, homeowner only been in 2 weeks. Clearly this was rendered while there was a former in place but that now poses its own set of problems, cill and vented head do not sit within the render, the render isn't sealed against the window, you can see the edge of the window behind the render.

What would you do?

Pass it back to the muppets who installed it so terribly and make them redo the render? Why did the developer ask you to look at it?
 
The original manufacturer/installer is no longer in business, no other DG company is willing to attend so they're approaching service engineers like myself to quote

First step, get the developer to chip the render off around the opening where it meets the window, only then will you be able to progress further.

Render looks bloody awful for a new build.
 
Hack back all reveal render ( looks like the builder applied it with the spoon from his lunch box) then you can seal the windows before rerendering. Add 20% to bill for the hassle.Did they install wrong sill or just too far back.?
 
Arch former was already fitted as was the cavity closer, they sat an opening former within the cavity closer so they had something to render upto, the window fitters then fitted the window from inside pushing it out till it met the render but of course the cill and head was wider than the the window was was cut down to fit in between the render, I would bet they didn't even put a bead of silicone on the render before pushing the window against it
