If that dirty looking red is indeed live in to the fitting, then it would power up the lamps, but only with the switch closed would the rest of the circuit work. If the switch was open, the rest of the radial would go down.
It was the 14th Edition, 1966. 15th was issued in 1981. I'm sure it was a slip of the typing finger!
IIRC it was not until the 15th edition and the mid-1960s that the requirement to put CPCs (earths) on lighting circuits came in.
