Waste from basin can run under the floor, or if you're not too bothered about seeing it, it can run around the wall, and connect above floor level. Probably, (if the floor is coming up anyway), more aesthetically pleasing to take it under the floor.

Thanks, it's a suspended floor so it can go under. I just wondered if the basin waste had to attach to the wc waste before or after the wc
Doesn't really matter, as long as it's connected sensibly, to prevent any issues.
