It doesn't "simply mean" only that. It also means that,in some (rare) circumstances, deterioration or penetration of a cable might be less likely to cause a protective device to operate - at all or as soon/quickly.Having a covered CPC simply means that you no longer need to oversleeve the CPC, all other use of it is the same, strip the end just as you would the other cores.
As I've said,I'm personally not convinced that a slight increase in 'convenience' (which you describe as 'an advance') should b allowed to overcome that (slight) decrease in safety, should it?
