Yes, but in this case, for better or worse, I'm guessing that it is a neutral.
With an L, N & E coming from the lamp flex, out of the wall, and an L, N & E twin and earth in the back box?...
@Marky.M can we see a proper photo of your wiring and connections?
Yes, this is common where a fitting that has feed(s) and switch wires present at the fitting and has been wired with the reds/browns connected to each other and the blacks/blues connected to each other. This causes the fitting to illuminate permanently with the switch off and trip the circuit protective device when switch is turned on.
Hi Adam, in terms of the connection to the fitting. There are two brown wires in one hole, two blue in another and two earths in the third hole. They are doubled up as the lamp also connects to another identical lamp further along the wall

Hi, I have two wall lights in a bedroom. I am currently fitting the switches. There are to be two switches one under each light. When I began to fit the first switch, I connected the wires to the switch unit and the lights came on. But when I go to switch off the light switch it trips the fuse in the consumer unit. Any ideas why this happens? Could it be because the second switch isn’t connected yet? Thanks .
Are there perhaps two associated switches, which you are fitting, or replacing? Is this what is called a two-way switched system? Two switches, either of which can turn on or off, one or more lights?
