When the loose stuff is scraped off up to the firm stuff, how much of an 'edge' is left?
I wonder if once ALL the loose is removed, a diluted matt over the bare bits, fine surface filling where necessary, and several coats of inexpensive white emulsion may achieve an acceptable solution.
Assuming the new paint doesn't remove some more of the original emulsion (which may or may not be a bad thing), so best not do any filling immediately.

I think the DIY shops would do well if they really advertised and displayed near the entrance some pre-thinned matt emulsion for new plaster. Afterall, it's the cheapest emulsion to make and would be easy to sell.
