Take the the fuses out of the consumer unit and test them - should have continuity between the two ends. Replace if not.
Or, just swap them over and see if the other heater now heats up overnight.
As you have continuity from the consumer unit to the heaters, the only other possibility is loose connections in the consumer unit itself. If you check these, make sure it is turned off first - don't rely on the teleswitch to disconnect the power.
