Only because i increased the size of my existing garage did i need planning permission.
That is not always the case. Some conversions will require PP.
The building inspector who works for the same people as the planning dept (local authority) will need to see certificates for any electrical work, bot not plumbing work.
Correct. However, if there are any drainage alterations, then the BCO may ask for the drains to be air/water tested.
Retrospective planning permission should not be a problem provided you have not altered the external appearance
