In reality that means piecing through the tee from the common and piecing through the tee into the internal plumbing. The dead pipe can remain there open at both ends.
The number of places I go to where they've just closed the old internal stop tap and forgotten about it. Not a physical problem until they wan't to shut off their water and it doesn't go off (old tap passing/letting by).
becomes an even bigger problem when they opt for a meter and get a massive bill (lower pressure in the old common because of six families drawing off it, water pushes through their meter to feed it - hence the massive bill).
Biggest problem of all is when the lead splits below the old internal tap (or if it's been cut off and hammered down and pops off) and floods the downstairs of the house - usually only happens 3 minutes after the family goes to bed, or on the second day of their fortnight in Majorca (think they're safe because they closed the new stopcock)!!
