Obligation for signing off

I've had a NAPIT registered electrician come and do the following work in stages....

1. Add to an existing ring
2. Add in 2 additional lights with switches
3. Feed a new supply to a hob back to the consumer unit
4. Feed two oven supplies back to the consumer unit
5. Feed an elect UFH supply back to the consumer unit

He came back to the final fix and connect the above into the consumer unit and left them all working.

I was expecting the work to have had some paperwork and be signed off. Is this not something that he has to do to complete the job? Should I be paying him or someone else extra for this paperwork?

Thanks for your help. Not really sure what to do.

You should receive (at no extra cost) certificates covering all the work done (after a few days) and then (after a couple of weeks or a month) a Certificate of Conformity from NAPIT for 3, 4 and 5 IF they are new circuits.

If not, get on to NAPIT.
 
Not really sure what to do now. He’s not produced certificates covering the work or a certificate of conformity from NAPIT for the new circuits.

I don’t feel right not paying the invoice. Any suggestions please?

He’s resent me the invoice so I guess that means... pay up. Interestingly he’s listed on the invoice “connect final circuits to CU”. Does this suggest that this task would produce certificates etc? Thanks.
 
He won’t provide me with the certificates you’ve mentioned and is asking for payment for the work carried out? What do I do now?

He says that what has been done needs paying for. Hasn’t said that he will provide the certificates but I’ve asked and he hasn’t said. My guess is he won’t.

He has no right to not provide the certificates after the work has been paid for. Opinions vary as to whether it is reasonable to withhold payment until the certs have been provided. If it were me, I think I'd probably tell him that I will pay some money now, and the remainder once he's provided the certificates (which is part of the job).

Stop guessing, and ask him.

Let us know what he says - as JW2 says, issuing certificates is part of the job - it is a mandatory requirement of the Wiring Regulations, so until he issues yours he has not finished the work.

Is the invoice for the full amount? Does it describe the work in any detail?

BS7671 for EIC, 'the law' for anything notifiable (and undertaken by a scheme member)?
And, even in the absence of any trade association rules, or laws, simply any contract which says that the work will be done in accordance with BS 7671/The Wiring Regulations
