It’s a single pot, it’s not hypothecated, so yes central govt supports council house maintenance.
The disabled person takes it out of their allowance, leaving them with little to no money left. And The same goes for anyone on benefits. The cap is based on age, number of Children, number of bedrooms etc. It has nothing to do with the market value.
The gap is so wide now between what the council cap at and market value that tenants can’t afford to move and have to stay put.
And someone requiring social housing has little to no chance now of being accepted because landlords and agents know the top up void can’t be met. Due to the massive gap between the cap and market value.
