One cold radiator downstairs

After draining the central heating system completely and refilling I now have one radiator that is totally cold. I have tried bleeding it but only water comes out. All the others are fine.
Can anyone help please?

If it's not a stuck TRV try turning off all the other rads and run the heating and this should shift what is possibly an air lock.
