My outside stopcock is stuck open, I need to close it to allow some work on the mains valve in the house. Is it my responsibility or the water boards responsibility to free off or replace the outside stopcock.
As I understand it they actually have to obligation to provide or service any stopcock or isolation valve for a house. We hear of them tipping concrete into the holes so the tap cannot be accessed; it sames them hassle if they can just say "No".
I only tip concrete into the holes after I've turned the water off, for people who didn't pay up. They obviously can't afford water either...
