Painting over Cuprinol Garden Shades

Hi guys, the previous owner of our house painted the garden fence in a Cuprinol Garden Shades colour. The colour isn't really to our liking so I have trued to paint over it with some Ronseal Once Coat Fence Life in a dark wood colour. I've done one panel 3 times and the green Cuprinol colour is still showing through.

Is there a different paint I can use that will cover it with no show through?

This is not a range I have used. Most fence and shed stains are a water-based emulsion that leaves a water-repellent waxy film on the wood. They are not really paint. Once cured, they are difficult to recoat until they have weathered, as the waxy film prevents new stain from sticking. If this is the case, vigorous brushing with a stiff nylon scrubbing brush can help roughen the surface.

I do not know if Garden Shades works the same way.
 
AFAIK floor paint is not designed for painting fences

I would be thinking about trying to overcoat the Garden Shades with Garden Shades in a different colour.

I’ve tried several methods including sanding. The best method I came across was to wipe with methylated spirits and then apply the paint. I was using the same paint as first applied 5 years ago which was the Garden shades blue. Its took really well and didn’t require a lot of prep.
 
I've inadvertently removed Cuprinal Garden Shades form a wooden planter when I was a bit over-zealous pressure washing the patio.
