remeber i got a parkin ticjet a while ago for no tax? well it got paid.

and i now have another letter with another fine, for the same offence.

letter says 'we have received an offence report allegating that at 12.05 on 16/04/2005, the vehicle above was seen in [address] being used/kept on a public road whilst unlicenced.

pay a fine of £44.00

now, as far as im concerned, the fine has been payed, and i have proof that it has been payed. so any idea what this letter is about?

also, you can only be fined for once for the same offence?

Did you pay within the "discounted" period? Perhaps that lapsed and they are waiting for the other 50% now?

As to being charged twice, well you can't be tried twice for a crime, can you? But you're not a criminal so don't expect any human rights laws to be on your side ;)

it was paid within the 30 days (cheque was sent about 17-18 days after the ticket)

Always send via some sort of recorded delivery, you then have proof of the date it was sent and received. It probably sat on someones desk for a fortnight before being dealt with.

there both for not displaying tax disc

Not displaying a tax disc (Vehicle Excise Licence)

and

Not having a tax disc (using an unlicensed vehicle on the road)

are two seperate offences - is this what they are ?

Normally, the fine for no tax was a fine and the back tax (otherwise £44 is a strange amount - not a fixed penalty £30/£60)
