A friend is a qualified electrician and has the 2391 Competence/Testing qualification, but is not registered with ELECSA or similar. This is because he doesn't do private work, so it's not worth the cost of joining.

My question is, if he does some electrical for me, would he be able to issue a certificate for the work without being registered?

There are an awful lot of references in this material you have quoted to the 'notification' responsibilities of the 'householder' or 'owner', but what has happened to the person 'actually carrying out the work', who you believe has the responsibility to notify?

The material consists of a selection of regulations where I have substituted {householder|building owner|homeowner|etc} for "person carrying out the work" and variants thereof, to show what nonsense it is to think that when they refer to "person carrying out the work" they actually mean householder etc.

Schedule 3 is probably the best example of what nonsense that theory is - people who would have you believe that it is the householder who has to notify even though the regulations say it is the person carrying out the work who has that responsibility would have you believe that the need to notify in advance depends on whether the householder is a member of a Competent Person scheme.

Yes, I know (since you've done it before). However, I asked the question in the hope that you would respond (as you now have) with an explanation about that - since, otherwise, anyone 'not in the know' would probably be totally confused by what would appear to them to be ('unadulterated') verbatim quotes from regulations!
