Thanks to all for the comments - seems to be a widespread feeling that I should remove/tone down the "scams" section, so I'll do that. Re the various other comments - need more time than the quick scan I just gave them all, so I'll look at those later.

Our local council has put a Part P document on its website and it states that all work must be completed by a registered contractor. I believe that this information is incorrect of them. Here is the page
Hmm, its not wrong to give examples of competence to test as being NIC/ECA etc.
However, I'd seek clarificationas to exactly who else can test - could you for example, or any electrician who has passed City and guilds in the wiring regs.
They are on thinner ice if they want to pass on the full cost of subcontracting of the test and inspection if they do it, might be worth checking with LABC services on their view as ot what is reasonable in such a case.
