PAT testing (as it is commonly known) in the average office does not need to be done every year, nor does it need to be carried out by an electrician. The employer only needs to assess the risk and take appropriate action.
For most office electrical equipment visual checks for obvious signs of damage or simple tests by a competent member of staff is all that is required.
The myth that yearly PAT testing and the use of specialist electricians with specialist equipment is as already stated a 'myth' perpetrated to frighten employers into unnecessary expensive tests.

Not quite sure you can just visually inspect and call it a PAT test?
Don't get me wrong, visual inspection is an important part of the check.
Each appliance should be inspected by the user before use too.
Wether or not you can call a PAT tester specialised is open to interpretation, you do correctly state that the person conducting the tests must be competent but how you claim competency is another matter.
The periodicy of tests is between the tester and the company, some items may require 12 months, others 5 years.
