The UK government didn't have published, audited accounts for hundreds of years, and only published a set of audited accounts for the first time, 8 years ago:
"The Treasury... The first set of accounts to be published will be for the year ended 31 March 2010.
The accounts are independently audited by the Comptroller and Auditor General[2] and get scrutinized by the Public Accounts Committee each year."

The UK government is the only government to publish such accounts:
