Building a pergola and a friend has got oak flooring still boxed , thinking of using it on the roof (upside down)then covering it in felt , would it be ok ?

Using upside down so when you look up at the roof you see the oak.

I would say so too but consider the felt option as you will have little chance of nailing 20mm clout nails into Oak boards so a self adhesive or heat applied felt would be needed.
