Calm the attitude. This debate's been done to death. There is no definition of which soil level it refers to. According to the rules you could mound up a 5m hill then stick a 2.5m building on top. Undoubtedly someone would say you couldn't do this, but there's no rule saying you can't. The rules aren't fit for purpose, so ask for their policy.
 
I agree it is better to err on the side of caution. Which is why I will take my slab as a reference point. The thing is if my reference was the 4" below the slab which would satisfy any interpretation of 'natural ground' I'll end up with 2-2.1m internal head height. And how is that a functional space from building regs perspective? I'm reluctant to have a conversation with the council at this stage as I've got a feeling they will suggest a visit rather than provide a clear solution over the phone. Meantime we befriended our neighbours on all sides (offered to replace the fences of the critical neighbours behind the proposed built...).
