I have a whining noise coming fro the fanbelt/alternator area(fanbelt has been tightened).I replaced the power steering pump but the noise still persists.The aircon pump is also run by the pump.Could the system be needing gas?

Maybe the drive belt is simply too tight - but the likely cause is to be the alternator bearings. To make sure, take the drive belt off and run the engine...if the noise has gone then you're not far off.
Low air con gas has no effect on this belt - if the gas pressure is low, the compressor doesn't cut in.

With the alternator belt off, the dash light will certainly be on - but this does no harm as its only for a test.
