It's actually his table knife, rather than a teaspoon. The "bead" pattern was introduced by noted English silversmith Hester Bateman round about 1850, and is basically an ornamentation on an Old English blank. Mottie's fork is I think Dubarry which does not match.
As the knife has a metal handle it will be a stainless steel blade, so fairly modern and not Sheffield Plate.
