An engineer would design the beam, the padstone, the pier if one is needed and the foundation pad if also needed. The design would include how those were bonded or tied to the existing - that's certainly not a builder's job.
The engineer's role is not just for the beam to take whatever loads, but how those loads are traversed safely down the structure and to the ground.
