no. but by going down either road would lead to the same outcome.
a building notice is usually work carried out with no drawing as such but is still regulated by building control. more of a suck it and see approach.
building control approval refers to a submitted drawing that has been approved, and will have all the relevant information in place.

if i were to employ a builder that i was unfamiliar with, i would want a full spec drawing available for him to use.
i would be inclined, as a builder, to charge more for my services should i be expected to carry out building work with just a floor plan and no spec.
